The Telecommunications Act of 1996 is a "comprehensive law overhauling regulation of the telecommunications industry and recognizing the importance of access to telecommunications for people with disabilities in the Information Age."
FCC Consumer Fact Sheet on 255 - "The Federal Communications Commission (FCC) has rules requiring telecommunications equipment manufacturers and service providers to make their products and services accessible to people with disabilities, if such access is readily achievable"
Section 508 is a part of the Rehabilitation Act of 1973 which requires that electronic and information technology developed, procured, maintained, or used by the Federal government be accessible to people with disabilities.
